Facebook being a social-network is with a friend adding feature. Social word simply says the speaking & seeing.
As shown below,  after clicking on the * button on chat sidebar the Adavanced Chat Settings appears. Here we usually click on Turn off chat, to hide us from someone or all of our friends this not only hide us it also others, which stops a chat turned off user to see who is online. So you will need a software to see online users.
